Director’s statement: Asbestos Risk Control Ltd was established in 2015 by Marcus Hill to provide high quality, independent asbestos consultancy in contrast to the poor quality, high-volume service often encountered in the industry.

ARC provides asbestos surveys, asbestos management plans, consultancy, auditing, training support and practical dutyholder advice for clients who need clear, competent and independent guidance.

Marcus Hill is Director of Asbestos Risk Control Ltd, an independent asbestos consultancy based in Edinburgh. He has many years of experience in the asbestos industry across a wide range of roles, including asbestos analysis, asbestos surveying, asbestos training, consultancy and dutyholder compliance.

Marcus initially trained as an asbestos analyst before moving into asbestos surveying, with a particular focus on complex non-domestic buildings. He later worked in asbestos training and consultancy, and subsequently as an asbestos compliance officer managing asbestos for a large local authority. Working within construction services, he took a key role in helping capital works proceed within the current asbestos compliance framework.

This broad range of experience has provided a detailed understanding of asbestos from several perspectives: the surveyor, the analyst, the consultant, the trainer, the dutyholder and the project team.

Marcus holds the BOHS Certificate of Competence in Asbestos (CoCA), together with the BOHS P402 Surveying qualification, P403 and P404 Air Sampling and Site Assessment for Reoccupation, the P405 Management of Asbestos in Buildings, and S301 Asbestos and Other Fibres.

He is also a member of the BOHS Faculty of Occupational Hygiene (AFOH) and the Faculty of Asbestos Assessment and Management (MFAAM).

Industry involvement and professional competence

Marcus is actively involved in wider industry discussion around asbestos survey quality, professional competence, accreditation and accountability. He has spoken at BOHS / FAAM asbestos conferences on asbestos project management and professional competence, including developing, introducing and hosting the professional competence session at the BOHS / FAAM Asbestos 2026 Conference.

His professional focus is on improving the quality of asbestos consultancy by encouraging clear scoping, competent inspection, practical reporting and better communication between asbestos professionals, dutyholders, project teams and building users.

Independent consultancy, not asbestos removal

ARC does not carry out asbestos removal. We believe it is important that asbestos surveyors and consultants remain independent from the removal process, so clients can rely on impartial advice about risk, scope, remediation options and ongoing management.

ARC works with a team of specialist associates whose expertise can be called upon to assist with more complex asbestos, occupational hygiene and compliance issues.
